Component: Power Cell

A newly placed and the welded battery starts at 25% charge. Power cells do not give the player power cells in their inventory when ground with a hand grinder. Instead, the player only receives one Scrap Metal per power cell. This is intended, designed to prevent abuse of the starting charge by grinding and welding batteries over and over by the player.
